Home Energy Assistance Program/HEAP

• Processes applications for financial assistance for low income individuals through the Home Energy Assistance Program (HEAP), which offers various benefit components such as:
- Regular benefit: assists low-income individuals with the cost of heating their homes. Opens December 1, 2025, and is scheduled to close on April7, 2026 (or until funding allocated to these components are exhausted, whichever comes first).
- Emergency benefit: assists low-income individuals who are facing a heat or heat-related energy emergency. Opens January 1, 2026, and is scheduled to close on April7, 2026 (or until funding allocated to these components are exhausted, whichever comes first).
- Heating equipment repair or replacement: assists low-income homeowners repair/replace their furnaces. Opens December 11, 2025; there is no anticipated closing date: districts will be notified of the HERR component closing date via GIS.
- Heating Equipment Tune-Up: provides equipment inspections and cleanings before the start of the heating season.
- Cooling Assistance: provides cooling assistance service to HEAP-eligible households, including individuals with a documented medical condition exacerbated by heat. Opens on April15, 2026 and is scheduled to close June 22, 2026 (or until funding allocated to these components are exhausted, whichever comes first).
Eligibility: Resident of area served. Low income or recipient of Temporary Assistance and/or SNAP benefits. Income guidelines apply. Furnace repair: home must be owner-occupied. For cooling assistance, must qualify for HEAP and also have at least one family member with a medical condition made worse by heat.
Application Process: Regular benefits: Call, visit website, or mail in application. SNAP recipient households: Call worker for assistance. Temporary assistance households: Call worker assigned to household. All other households: Call appointment line. Call for information. Emergency benefits: Must apply over the phone or in person. Must have already received a regular HEAP benefit.
