Be unable to read standard printed materials because of visual or physical disability (missing limb, severe arthritis, etc.) or have a diagnosed reading​/learning disability. Must have an IOS, android or recent kindle device to download digital braille and audio books from BARD (Braille and Audio Reading Download)

Demonstrate financial need. DSS paperwork is required that shows denial from DSS or a statement of immediate need.

Income must be at or below 250% of the federal poverty level, have no other resources available to pay including federal, state, or charity programs, and have not received New Eyes voucher in the last 12 months.
