YouthBuild: high school dropouts, 17-24 years. Navigator: out-of-school youth ages 17-24. GO: 18-24 years old who have been involved in the justice system. WDUI: underemployed or unemployed Rochester area residents. REE: Currently incarcerated adults 18 years and older who will soon be released to the Rochester area.
